The product of an experimental pairing between a Vulcan mother and a Klingon father, Voktara was mistrusted by members of both races. Her parents remained together until she was two years of age. Voktara remained in her mother's care for the following ten years and was schooled at the Vulcan Academy. At twelve years, her care was transferred to her father, as per an agreement, and she continued study at the Klingon Academy.

At twenty-two years old, Voktara applied to Starfleet Academy and was accepted two years later as a mature student once Starfleet had reviewed her transcripts and the detailed notes from her parents' experimentation. Voktara studied both the Klingon Warrior courses and the Vulcan courses available from Starfleet to experience how a predominantly human establishment viewed the two races. Following several further courses, Voktara began enrolling in the Command Courses and requested a commission on a fleet ship. Her request was granted, and she was commissioned to the USS-Raven. She continued to hone her skills both in Klingon warfare and Vulcan logic and, with consent from Starfleet Command, altered her uniform to reflect this and allow her to be ready for combat at any point.
